Mmangisa and Mtumodzi arrested

The season of arrests has arrived. Lilongwe Chief Executive Kelvin Mmangisa was arrested this morning for failing to refund allowances to Italy and also paying himself allowances not part of his official contract. Details of Mmangisa allowances paid outside contract will be available in The Nation of tommorrow. Mmangisa was by 9.30 submitting his statement at National Police Headquarters. Senior Deputy Secretary in the Ministry of Elderly and Disabilities Chikumbutso Mtumodzi was also arrested this morning and charged with being in possession of offensive weapons. Mtumodzi was found with a bionet, a Police and Military issued  weapon and a Toy Gun AK47 design. He is currently at Lingadzi Police station. The two are likely to post bail today, but Mtumodzi might be in court.
